svn 下的usvn.db文件问题！

我在对svn目录下的usvn.db进行转换的时候忘记备份了
我把它的格式转换成了UTF8的无BOM格式
现在无法通过IE对其SVN的内容进行权限控制和访问了！

usvn.db文件
在安装目录的svn下
还有个是在svn->files 下
两个文件夹里的文件大小和名字都一样（大小为21.5K）

使用的平台是windowsxp+appache

访问页面的时候提示信息为：
