根据多功能电能表通信规约，采用Delphi编程语言，开发多功能电能表抄表系统和有功无功表的调试程序。按照通信协议，通过232串口向多功能电能表或有功无功表的485串口发出命令帧，并对多功能电能表和有功无功表返回给系统的数据帧进行解析，实现对多功能电能表和有功无功表的通讯，完成多功能电能表和有功无功表的抄、读、设置等功能。
