如果是3.01rc版本，以管理员登录后在参数设置页中正确配置邮件参数，这样就可以利用邮件通知开发人员了

Email is not sent manually by the admin. The admin is to configure the system such that an email is sent to certain users under certain conditions by the system. This is called email notification. By default (i.e., without custom configuration), email is sent to the user to whom the bug is assigned.

Of course, you first need to make sure the email itself is working.

First you need to understand how does email work,
at least, know what are involved in sending out an email.  Only then, you will know not only how, but also why.
