第一次登录QC插件下载不了

安装好了QC，打开浏览器输入QC地址。
点击QUALITY CENTER 后，会下载一些插件。
但是我的QC会出现以下的情况：

7 . CompStrgHelper.dll :
(Error 5) 拒绝访问。

(Error 1008) 试图引用不存在的令牌。

10 . BPTreports.cab :
(Error 5) 拒绝访问。

12 . BPTReportSetup.dll :
(Error 1008) 试图引用不存在的令牌。
Cannot register type library

13 . Client.cab :
(Error 5) 拒绝访问。

Close all connections to Server and try again.


点击ADD-IN链接，又下载了一些ADD-INN,
包括QCClient.msi、SysAgent.exe
也给装上了。
不过重新打开QC，一些dll,exe文件还是提示拒绝访问。

有人知道怎么解决么？
