这几天需要在windows下搭建一个bugzilla+testopia的环境，我找了一个集成版的bugzilla3.6版本，安装成功之后，按照网上的提示，安装了testopia，重启机器之后，登陆bugzilla，在主页上也显示出来了testopia，但是当我点击new plan的时候出现了如下的错误：

The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, admin@example.com and inform them of the time the error occurred, and anything you might have done that may have caused the error.
