SHE平台是否可以对flex3网站进行功能测试，如果可以，该如何做？

这个和SHE平台，没有多大关系吧。
selenium不能很好的处理flash，你可以考察其它工具，找到合适的测试工具。再集成到she 上。

你可以看下FlexMonkey

我现在也没有找到好的可以解决 flash测试的工具

Selenium has a Flash plugin. But it is not very matured. Anyway no matter what tool you use, collaboration from development. They are required to change code to enable auto testing. That is why I hate flash from testing perspective.
