服务未监听中

连接PGsql数据库时，提示服务未监听
Server doesn't listen
The server doesn't accept connections: the connection library reports
could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432?
在网上查了几个解决办法，试了还是不行？有人知道是怎么回事吗？请高手指点

你查看一下是否TNS监听配置文件的Ip地址问题，你的数据库服务器和客户端在一台机器吗？
