IPM主要是在项目策划的时候用的，项目组在项目策划阶段的时候，基于以下2点来识别和定义项目的过程
1）基础数据是组织级已经定义的标准项目过程＋历史经验数据
2）项目要求和特点。
简单来说就是裁剪。 DAR主要是在做决策的时候用的，是一个支持域的东东
这个过程域覆盖的难点，应该是证据的保留
